Home Energy Assistance
LIHEAP or HEA is a federally funded program that helps low-income households pay for heating costs which include:
- Electric
- Natural Gas
- Oil and other deliverable fuels
Even if your heat is included in your rent, you may qualify! LIHEAP grants are also available for medically necessary cooling costs. Current Doctor's letter stating medical condition is required. An application and assistance may be obtained at the following locations:

Universal Service Fund (USF)
USE is a program created by the New Jersey Board of Public Utilities to help low-income households pay for their electric and natural gas costs. To be eligible for USE, your household must:
- Spend more than 3% of household income on gas and/or electricity
- Spend more than 6% of household income on electric heat.
For both programs you must be income eligible. USE and Home Energy Assistance are administered by the State of New Jersey Department of Community Affairs.
Application Process
For all Paterson Task Force programs, the following is required:
- Proof of income for the household,
- Photo ID for applicant
- Social Security Cards for household
Additional information will be required for Energy Assistance, and housing services.
